No heat in front but heat in back

Hi,
I have a 99 Expedition. It is blowing cold air in the front and hot in the back. The a/c works perfect. We have replaced the blend door and the actuator. It didn't help. The fuses near the driver's side are all working properly. Any suggestions?

I have the exact opposite problem in mine, Heat in front, none in back. I'm going to back flush the heat exchanger this weekend to see if it's clogged. there are a few videos on youtube on how to do this. seems to be a frequent problem.
