Lumen output isn't everything. Looking at the beam pattern pics on the amazon reviews leaves a lot to be desired. You have bright hot spots and poor cutoff. While throwing more light than halogens it may not work out well especially in poor weather(rain/fog/snow).

A lot of it has to do with the housing too. The 15 with projectors will look very good with LED or HIDs due to the projectors natural ability to focus light. A reflector housing will not return the same quality or pattern.

Good point. While the bowls/cutoff shields on halogen and HID projectors are different either projector housing will do much better at this than a reflector housing.

these aren't HID...just LED bulbs

I do not understand the above statement, the OP is asking are LEDs a better solution for replacement versus a HID conversion. Both HID and LED put out a considerable amount of light when compared to the stock halogen bulb. The question is how will the look behind a projector. We all know people who put HIDs and LEDs behind reflector headlights do nothing but blind other drivers and look like ricers. The HID bulb is not designed to be fitted into a reflector housing.
