clicking sound when turning key

I am having a problem with my 99 ford expedition. When I turn the key I hear a clicking sound. My lights turn on radio turns on but then cuts off then will go back on. Not sure if its the starter solenoid. When looking at the solenoid the bottom piece where the red battery cable connects to the rubber part which holds the cable is broken. Please look at picture, hard to explain. Do you think it the solenoid? thank you

Spent a few years in Rochester, NY and I can tell you part of your problem may be from corroded connections and cables. The two lugs in the pic look corroded.
If you have a digital voltmeter check the battery voltage. You need to know what your starting with when trouble shooting electrical.

thank you for your response. I bought a new starter solenoid today and just installed it. Car started right up.
