I bought my 1998 Expedition and it had no bulbs in the front dome/map lights. So put new bulbs in and they still don't come on. Any ideas why??? Haven't found a fuse panel diagram anywhere to figure out what fuse it is.

The '98 owner's manual should have a fuse panel diagram.

If all your other interior lights are working then I would say the fuse is good. But its fuse #14 in the under dash fuse block. I would check the connector at the dome light to see if you have voltage.
If you have voltage at the connector it is possible you have a bad ground connection.
Also see if the vanity lamps are working.
