Possible Throttle Body Problem

Just today removed the throttle off the intake after removing the intake to replace intake gaskets on a 1999 Ford Expedition Engine code L.

Re-installed the intake and cleaned the throttle body but didint use carb cleaner and used parts washer solution. Re-installed throttle body and started engine and engine will not run now unless throttle is half or almost wide open. Checked TP sensor and found that voltage reading at closed throttle was a little more then 1V and at wideopen throttle only 3.6V which should be 5V. Wondering if I did damage to the sensor or the throttle body itself which maybe causing this issue.|

Can someone help?
