Depends how bad they are, and what tools you have access to.

Of course, before you can even start with that, you have to wash and clay to prep the surface.

If you have a machine and pads, you have a bunch of products you can use to remove swirls. There are different pad and product "intensities" for different situations. Anywhere from light micro marring, to wet sanding marks can be removed.

If you are doing it by hand, it'll be a bit harder to do, since you have to work in, as well as trying hard to maintain even pressure. There was a picture floating around where someone did their entire car with Meg's Ultimate Compound by hand. I guess it looked good in the shade, but out in the sun, you could pretty much see each hand pass from the holograms.

The answer to the question is a hard one to answer. There's complete forums dedicated to achieving just that ;)
