According to the 07 wiring diagram provided by Bedrck, 30 and 86 are hot all the times. Load side of the relay is good but we have determined that 85 is the fault on the control side.

The white spacers are only connected to one side and are truly spacers - they don't connect the boards. I've been looking for anything else that connects the boards and all I can find are the tines.
