2001 Expedition Eddie Bauer 4x4 switch blows #18 junction box fuse

I have a problem where when I change the 4x4 mode of my vehicle the the #18 fuse in the junction box blows. That fuse controls the back light of the dash. I have tested the fuse port with volt meter while having the main light switch in the on and off position. When the main light switch is off, the fuse receives 9.3V of power for some reason. When the switch is on and the fuse should be receiving power it gets 12V. I decided I would pull fuse #6 from the power distribution box because it feeds #18 in the junction box. When #6 was pulled it immediately shut down my headlights which was a good sign. However when the #18 port was tested, it was now receiving 23V of power. Any help in diagnosing this would be appreciated.

Rather than making a new thread you should have stayed with your previous thread That way if others chime in they will see what all has be discovered It will also save you from answering the same questions over and over

If you really had 23v on that circuit I think you would be having issues with all of the electronics in the truck, as in fried electronics.

The fuses are blowing for one or two reasons, you have a short to ground on a "hot" wire or there is a load that pulls more than the fuse rating.
