I just picked up a 1999 expedition about 2 weeks ago, everything works on it with the exception of the 4wd. Ive read alot of the posts about this with the 4wd being stuck people getting blinking lights, the 4x4 light coming on and the front diff not engaging or the windshield leaking on the gem module. Ive checked the vacuum system and it all seems to work i have no leaks , ive verified that my windshield is not leaking into the cabin.

So here is the issue and i think it maybe the switch , when i turn the vehicle on i do get a 4x4 light so i know that the light is operational. However if i turn the switch to 4h or 4l i get no light and it doesnt appear or sound like anything is engaging at all. Ive been looking for a wiring diagram for the system and cant seem to find one.

Does the xfer case shift motor give power to the switch or vise versa? Since it is all time 4wd im not exactly sure how it operates . All the fuses have been checked with a multimeter and are good with pwr applied. Any mystical insight would be greatly appreciated.

Its a good thing you checked the vacuum system but I would like to know how you can say ' it all seems to work i have no leaks" But just so you know the 99 4X4 System doesn't operate with any vacuum Its all electric.

Don't bother with a Haynes or Clymer Manual they are only good for starting campfires.
Get yourself the Ford Service Manual on DVD they are factory manuals and have complete wiring diagrams Specific to your year and model.

Check to see if fuse 104 is in the fuse box and that it is good

Ive checked that fuse and it is good , what i want to know does power run to the shift motor on the xfer case first or to the switch. I am getting nothing at all no noise no 4x4 light no engagement , is the shift motor a likely problem or do i need to trouble shoot the switch ?

Since cleaning the connector made a difference I would think that you still don't have good contact on all of the pins and the computer can see that. Take the connector off again if you can find an individual wire with the correct end, check to make sure that all of the female pin connectors are tight enough to get decent contact. Other than that, make sure there is no corrosion and put a little dielectric grease in the connector, plug it in and see what the computer says then.

Pull the motor off and jumper it to 12v source. If it turns at a reasonable rate, cool. Don't forget to reverse it before it goes back on.
