Symptoms: cruise control does not function, horn does not work in run position, horn does work with key off and when doors are locked with key fob. Also, steering wheel lights work when instrument panel is illuminated.
Debug process:
Checked fuses, all ok
Checked wiring, visibily all ok
Checked cruise control servo amplifier, found burn mark between pins 6 (module ground/signal return) and 7 (power hot-run ignition). Also found bonding wire on pin 6 was missing.
Performed resistance check using multimeter across pins 5 (cruise signal) and 6 (module ground/signal return) of the wiring harness, which tests the cruise off, resume, set/accel and coast.
Pressing off should be 0 ohms
Pressing coast should be 120 ohms
Pressing set/accel should be 680 ohms
Pressing resume should be 2.2K ohms
One other test that I did not test was checking resistance between pin 6 and chassis ground with both horn and cruise on buttons pressed, which shpuld measure 1K ohm. Given the horns worked with key off and the steering wheel lights worked, i assumed my clockspring was ok statically.
Bottom line, replacing the cruise servo amplifier assembly netted me a working cruise and horn. Your mileage may vary...
