My rear wiper does not work. I get no power back at the motor. I have tested the fuses it calls for under the hood, number 103 and get over 10 volts there and number 15 under the dash and I can't seem to get a reading there. Problem with that though is that when I plug the fuse back in after trying to test it, I can hear a relay click a few times and then the car starts beeping at me that the car door is open. According to the owners manual fuse 15 controls Stop Lamp Switch, (Speed Control, Brake Shift Interlock, ABS, PCM Module Inputs, Air Suspension Module, Autolock), GEM Module. I would assume if I wasn't getting power at that fuse, that I would have way more problems than my rear wiper blade not working. The washer fluid hose to the rear does not work either. I was considering that it could be the multifunction switch but I would find it odd that only two parts of it quit working when everything on it still does. The brights, turn signals, front wipers and washer fluid all work. Any help on how to diagnose this would be much appreciated.

Check the wiring harness going to the tailgate. It usually is the place where wires are damaged due to frequent movement.

Before you get on a wild goose chase as was suggested from docraymund.

Try doing some troubleshooting.

Why are you getting over 10 VOLTS? Actual voltage would be better to know and should be about 12.6 volts.

Also why are you checking fuses that ARE for the GEM and not checking the fuse for the rear wiper system
As shown in the owners manual for the under dash fuse panel

#15 5A Stop Lamp Switch, (Speed Control, Brake Shift Interlock, ABS, PCM Module Inputs,
Air Suspension Module, Autolock), GEM Module

And for the under hood fuse panel

#103 50A** Junction Block Battery Feed

Although the above fuses should be checked as they provide voltage for the gem but you also need to check fuses for the rear wiper

Go back and look at your owners and see what fuse #12 in the Battery Junction Box (under hood) is used for

I'm just starting out where the DVD told me to start troubleshooting. Perhaps it is just that wrong.

No its not wrong as the wiper system is controlled by the gem But look at fuse #12 and see what it is for also since you have the manual look at the prints for the rear wiper/washer system

You were correct in the way you started troubleshooting.

I was wrong in that I assumed something and that was being the front wipers/washer are also controlled by the gem and you stated that they were working I knew those fuse would be good.

I then checked the print to see what fuse is for the rear wipers.

I always tell people to start at point A and work towards Point Z to find a problem Which is what you were doing.

However in this case I jumped into the middle

Something also to check Make sure that the rear liftgate and liftgate window are fully closed and that you don't' have a ajar warning.

I have an ajar warning when i am working on it but that is because I have the drivers door open. That shouldn't be a problem. I will have to get back to this one in a minute. I am currently trying to figure out how to get the ac compressor out. If it ain't one thing with this truck it is another.

The rear wiper/washer won't work if either of the lifegate door or window is ajar The Gem will cause the wiper to remain in the parked position.

Get back whenever you have the time No Problem
