Power Distribution Block

I'm looking at a cheap expedition in my area, the owner says that it needs a power distribution block because it will not start with the key, it's a 97. From what i've seen in searches, it's typically a 2nd gen problem. My question is, how do i remove it?

You don't. The power distribution block is similar to the breaker box in your home - power is distributed to the various circuits.
The no-start issue is being caused by something else, not the box.

I had a friend of mine do a capacitor bypass on a chevy, that he read how to do online. I don't remember how he did it but it started. It fooled the computer into thinking it had a chip key.

You can just set it to on, then on the side of the engine bay, you'll see the solenoid with the negative and positive terminals. You can jump them together by touching the 2 poles together with a wrench or screw driver.
