Picked up a 2002 Expedition about a month ago. There is no rust on it at all. The truck is not native to the terrible salty climate of Wisconsin. I bought from a guy in the northwest suburbs of Chicago. He was from Arizona and brought it up here. I'm not sure how many winters it spent in Illinois but it wasn't enough to start rot like ever other one of these I see here.

So far I have done the following:
-New shocks all the way around (Monroe Shocktober, 3 for the price of 4 oh yea)
-Replaced all interior and exterior (license plate, and running board) lights with LED
-Junk yard trip for front license plate mount
-Full exterior detail, clay bar / polish / wax with random orbital buffer
-Replaced centercaps, truck was missing one of the OEM ones so I bought the Taiwan knock off replacements from ebay, set of 4.
-Full interior detail, the inside was filthy, dusty, dirty and lots of dog hair. I spent a few nights vacuuming everything and used a carpet shampooer (rug doctor) to do a full interior detail. it is livable now.
-Pulled out the 3rd row seat and bought some modular flooring from Menards and cut it to go in the cargo area.

Here is what it looked like when I brought the truck home
