I tried searching around but didnt really find anything that fit my exact issues.

I recently inherited a 2006 expy. My problem is that when i switch to 4 hi, I can hear the transfer case switch, but no lights on the dash come on. So im no entirely sure its engaging. I know the hubs dont engage becase with the switch on 4hi i can turn on pavement without a problem. The switch is a tad clunky, but doesnt seem overly bad.

Could the hubs cause this issue?

Could be actuators at the wheels or the IWE solenoid...

Have you checked the fuses?
There are 3 fuses for the circuit #11. #30 and #115

These fuse are hot at all times check them to see if you have voltage on both sides of the fuse.

For anyone following this, I did some troubleshooting, thanks bedrck47, and the issue is the transfer case motor. I can manually switch the transfer case to 4hi and lo and the dash lights illuminate corectly.

Replaced the transfer case motor today, all is well. Took a total of 10 minutes. Now to think about changing the fluid in there.

Is there a gasket needed between the shift motor and the t-case? Also, the shift motor I bought has slightly different wiring than the one in the vehicle, in the vehicle there is an extra wire that actually goes into the tail shaft of the t-case. How does that wire unplug from the tail shaft, or do I need to disassemble the plug and remove it that way? I gave a tug on it at the tail shaft without much luck and I didn't want to tug too hard and end up being really sorry I did.

From what I've seen you have to unpin that wire from the old motor plug and insert it into the new plug. Requires pulling the red retainer from the front of the plug to get in there and release the pin.
