‘03 EB heated seats issue

Hi all, I’m new to the forum. I just received an ‘03 Eddie Bauer Expedition from my aunt as a gift. I noticed that when trying to use the Heated/Cooled seats, the light on the toggle switch would illuminate briefly before turning off and the seat wasn’t getting warm or cool. This is the case for both seats. I decided to take it to the dealership and they basically wanted $1200 to fix both seats which is ridiculous so I didn’t go through with it. I would like to try and fix them myself if I can, I have a good friend who knows a fair amount about cars who has agreed to help. This is what the dealership told me is wrong:

The passenger seat just needs the module reprogrammed. Is this something only the dealership can do? I think they said if I just wanted that seat fixed it would be around $100.

The driver seat needs a new heated seat cushion and a TED. The guy at the dealership told me I could potentially get by without a new cushion but he thinks I’d be back where I started not too far down the road.

So basically, I’m trying to find out how I can possibly go about doing it myself or if this is the kind of issue a shop that isn’t a Ford dealership can possibly do for cheaper. I’m also wondering if I even need a new cushion and/or TED or if they were just saying that. Any help would be greatly appreciated! I just want to get this thing in full working order. Something I should mention is that my Aunt said the seats worked for her pretty much right up until she gave the car to me.

I had to replace the seat cushion on my 04 EB and noticed that the blower inlet is vulnerable to getting clogged with material from the degrading cushion. You may wish to pull the cover and cushion to see if it's obstructed. The fan will switch off once it reaches a certain temperature so if there is no airflow it will reach the target temperature fairly quickly.

Shop vac that thing and see if that works.
Also check out the filter under the seat.

Nevermind about the passenger seat, it appears to be working.
