Although this may be a method to check fuses it is not the best way

You do not need to pull all the fuses to test them most can be tested while installed in the fuse
and you really need to leave the battery connected

Using a VOLT meter with the fuse in the circuit will prove the fuse is good and will also prove that you have the proper voltage for the circuit.

What I was getting at was to re-insert every fuse, since that was point in time when the truck stopped working. I'm thinking a fuse may not be inserted correctly, preventing the engine from starting.

Update!!!! So things went a little haywire after getting my new pcm. Installed unit got what I expected, a flashing pats light and no crank no start no anything. Ok time to call locksmith and get the programming going. Now things get interesting. No communication through obd to pcm. Ok he tries pats5 and is only given the option to wipe all key data. This is a new pcm so of course I want all test keys erased and mine uploaded. Test keys got erased and still no ability to program my keys. No I have a vehicle that doesn’t know it’s function and has no way to power on. Crap. I call a local ford service department and had a good conversation with one of their techs. I then just towed it to them. They replaced the run start relay, programmed my pcm and my keys. And now it’s all done and my wife’s expedition is back on the road. My cost from Ford was just over $450 basically just labor and programming because all the parts but the relay were there.

The battery is ten years old. It's had a real good run. Things were ok except hard start until I pulled fuses. Before the pats lock out I got lean mixture code for bank one. That was the only code. Now with pats lockout the obd scanner won't connect. Does anyone know how many blinks mean which code for the pats. Cannot progress without deactivating the pats.[/QUOTE ]

My battery is from 2007 too lol.

My battery is ancient too, glad you got it fixed.

So,ultimately,what was the issue? Was the old pcm really the issue? Or was it the start/run relay causing the issue? It all started when you pulled relays and fuses,so i'd be thinking the relay was the issue all along. I'm curious what the ford tech said.
