I have a 2000 Eddie bower Expedition. Would not start the other morning, tested battery and ended up replacing battery, when I turned the key nothing would happen not in park or neutral, I'm getting 12.5 volts to starter relay and to starter, replaced starter thinking it was locked up that didn't fix problem, replaced neutral safety switch still didn't fix problem, all fuses are good, motor is not locked up can turn all pulleys. Any insight would be help full tired of just throwing parts at this already.

Even though you said you replaced the starter and battery those two are still my number one suspects, can you confirm that your main fuse & starter fuse are not blown, have you checked the wiring to your starter and terminal posts?

By you saying it does nothing do the dashboard lights up when you insert the key in the ignition, when you try to start it does it at least click once? Is there a security light flashing?

Theres a 1000 reasons why a car wont start help us help you narrow it down at least to a possible suspect

The Electrical section has a sticky on doing voltage drop testing for a no start condition. Check that out, try it and get back with us on the results.

Try replacing #111 40 amp maxi fuse. It's the Ignition switch battery feed, Run/start circuit fuse. Also try #113 40 amp fuse its also a battery feed. When you pull each fuse, check for 12 volts feeding fuse.
