    An Expy should be able to easily haul a 3,100lb load no matter what the gear ratio is: though as others have said, a higher ratio will work better. 3.73 is a stock ratio but going to 4.xx ratio would require re-gearing an axle ($$$).     '08 Expy with heavy duty tow package and 3.73 gears. I tow a 6,500lb boat/trailer combo and have no problems. I do stay out of O/D and 65mph or below.

    After learning that I couldn't simply leave it off, I did this and it worked. The actuator arm doesn't move and I now have it permanently on the roof position.

    Update: this does not work. The damper, with the actuator arm removed, was left free to rotate and moved back to the floor position on its own. I'll need to freeze/glue the actuator arm in position and then reinstall it to hold the damper in place.
