After further troubleshooting I found that IWE solenoid was switching properly and sending vacuum properly to front hubs. I ended up getting on JustAsk and speaking with a ford tech and was advised to have a mechanic check for codes and found a bunch of codes relating to the transfer case...
I found a video online that showed how the 4x4 hub system works.
I tested and everything is working properly at the solenoid so I know that the 4wd module, switch, and solenoid are working. I can't find a wiring diagram so I will go to Just Ask for more support.
If anyone has a circuit diagram so I can figure out why my 4x4 is not working I would appreciate it. 4x4 is not engaging and neither the 4 high or 4 low lights will come on in the instrument cluster. Not getting power somewhere in the chain. Thanks in advance!

You guys were right. Left blinker on trailer connector is fuse 42. Thanks guys, I had no idea there was a fuse for left and right. Now to change it out!
Parking lights, right stop/blinker is working fine on both trailer plugs, only the left stop/blinker is not getting any voltage at either plug. :(

Blinkers on my Expedition work fine, and all of the other trailer connector wires have voltage and are working, I just don't have any voltage on the left stop/blinker wire on either the 4 or the 7 wire connector.
