2007 expedition not starting, flashing anti theft light, pcm checks out

Symptom: no crank
flashing anti theft light
both known working factory keys not working

Checks:
old battery, installed new battery
fuel pump button
fuses swapped with like fuses, both in cabin and under hood boxes
relays swapped with like relays under hood
unplugged pcm, turned car on, heard the throttle cycle on the engines
reseated pcm connector
turned car on, anti theft light quit blinking, turned car to off, removed key, tried to start

Time to tow to dealership?

Welcome to the forum.

The theft light should blink slowly when the system is armed. Is it blinking at all now?

The last part is somewhat confusing as You have told me its still flashing

I tried that reset procedure......all fuses checked with ohm meter.....One more thing. I do notice that when I try to start, I get the regular dings just like you would at a normal start, like if you left the keys in the ignition, but then I get to Beeps like something's wrong totally different sound. If i start without the transciever attached, i get 4 beeps. When transceiver attached, only two beeps.

From an electrical standpoint, checking fuses with an ohm meter does tell you if they are good or bad. But it doesn't tell you if that circuit is powered. That is why I teach checking fuses in place and all circuits powered. The best tool to use for this is a test light on the access points at the top of the ATO style fuses.
