Hum in the passenger side front end 06 expedition

I have a noise like a bad hub bearing on the passenger side. I replaced the hub bearing but the noise is still there. I looked at the IWE Actuator and it was engaging fine but there was a lot of play in the gear. Does anyone know if this is normal

Possibly a bad iwe or solenoid.
