ignition key does not shut off motor

Hi! my 1999 5.4 has been running on after the key is in the off position. I exited the cab opened the hood removed the fuel pump relay to shut the motor off and then disconnected the battery to shut it off. sometimes it works if the steering column is adjusted to full low and then key shut down
