Test connector C245 Pins 2 and 4 using an ohm meter you should show a closed circuit when the switch is in the on position and a open circuit when the switch is off

If you have never pulled the switch it can be tricky Don't try to force it There are videos on youtube on how to do it
Look under odometer repair and see how the Instrument Cluster is removed

But the dimmer switch not working would not keep the lights from coming on when the individual switches are turned at the lights. Unless I am missing something.

In the fuse box under the dash there are relays on the left side.
How many are in your fuse box??
