Like with a syringe-style plunger or something?

For additionally sealing up cheap LEDs and stuff like that.

Tried Permatex RTV in tubes, but dang thing is pretty much impossible to lay down evenly & without making a mess. Just want to lay down a uniform, even gasket-like line of silicone

The best way to seal leds is to use clear windshield sealant. The lens is where most of your leaks comes from.

Permatex (fixed an autocorrect) also puts some of their products in a pressurized can.
I have used the Permatex "Right Stuff" before and it worked pretty well.
