I know this is in the 18+ forum but here's mine
15 XLT EL, 4x4, HD tow package with 3.73 gears, 33.5 gal tank. I use an app called Road Trip to track every fill up so this is calculated not read off the MPG display. I never partially fill the tank. I'm the only one who fills it. This is over the 25,000 miles I've had it.

Best-18.6 over 585 mile trip.
Worst -7.8 towing the travel trailer (7000lb parachute) 137 miles
AVG towing-9.6
AVG including towing-14.4
AVG w/o towing-15.7

I lost 1 MPG when I replaced the OE Goodyear tires for E rated A-T tires. The best I've seen since then was 17.0. That was in December 2017 on a 480 mile trip from Williamsburg Va to home outside of Rochester NY. Not towing. 4 of us and luggage. I'm going back down to Va in June with my daughter and I will see what it does.

It is entirely to match and exceed 24 mpg on the hwy. It does come easier with the gms especially at higher spds(my dads 6.2l does about 23 easy with the v4 cutting in) as when the boost kicks in, fe drops considerably. But as stated 65 with cruise ctrl on and noone around, i avg a cool 26 mpg.
Yours a 2WD standard wheel base?
