Looking at this as an engineer, the "worst" means what?

The most accidents occur within seven miles from home. Those resulting in death, which I'd consider to be the worst, occur mostly at high speed which is dependent on where one lives and spends time driving. Those which cost the most money, which are probably the second worst, which are really poor choices can usually occur in the back seat.
