Well...It was the obvious. The horn was disconnected. I don't see how that could easily happen so now I'm wondering if someone deliberately disconnected it.
@Bedrck47 It is a 2007 Ford Expedition Limited. I tested the fuse by removing it and testing it for continuity.

I noticed the other day that when I set my alarm I didn't hear my horn. Then I pressed the horn and it wasn't working. I checked the fuse that's located in the interior passenger compartment and it was fine.
