I did not check for voltage...just whether it was an open circuit or not (ohms). I also did a visual inspection using a light to illuminate the filament.
Is the referred "smart junction box" the same junction box on the passenger side kick panel? If so I've checked those as well. Only option for me is to replace them with new ones. I wonder is there is a inline fuse or a grounding issue. I'll double check 39 when I get home tonight.

I removed the recommended fuses and did a visual and meter check...they are good. I also did the same for all the fuses in the passenger kick panel as well as the ones in the engine area. All fuses check good. As a note the radio does work. Work is defined as I can hear a station...
