You need to kneel on it and push back on the seat, while trying to lift the handle to fold it down.

You shouldn't have to do that. I would slide the seat forward and back to loosen it up a bit and then see, if not you need to see if the latch is actually dis engaging or if it has broken off. Of the 20 plus expeditions we own and none require that you push or lean on them to fold.
