2018 looks great, hopefully serves the purpose as intended.
Same push bumper (brand) as mine, except with emergency lighting.

I wonder the age of the unit it replaced, or had that community ever had a vehicle like it, and it's possible capabilities?
Considering Jackson County is DEEP in the mountains, it's money well spent, not sure if an entire fleet of 12 would be, but surely one isn't an extravaganza.

I could be mistaken but I believe reading that these SSV’s are super stripped down, so much so they even get a column shifter. Cost is gonna be a bulk purchase rate, I’m sure it’s a far cry from what we civilians are paying.

The SSVs are actually decently equipped for a stripped down vehicle, thats a nice looking vehicle.

I’d love a column shifter. I miss that from the 2nd gen days, center console shifters and knobs are a hassle. They take up what could be useable space in the center console and are too easily impeded by stuff in the way. They should have kept the shifter up in the column and out of the way like on the 03-06’ trucks. Makes for a more functional area. Not to mention it’s so much more satisfying to put it in gear via column shifter, plus a more classy look when leather wrapped. My center console shifter has NEVER grown on me and I dislike the knobs too. Rant over lol.

Love the bright red. We tried to fleet order a "Race Red" 2018 - twice, but evidently Ford doesn't need our money that badly.

Speaking of money, there is no need to guess what a SSV sells for as municipalities use a transparent 'invitation to bid' process. Spend a minute on Google or your local government procurement office website. A 2019 SSV 4X4 was recently sold in NJ for $35,549. Florence, SC police picked up a 4X4 2018 for $41,798 with tons of emergency equipment and vinyl markings included in that price.

2WD 2018's were had for $32K price range. Although some old bumps on the logs would still be mad if police/fire took an Uber to calls.

There are plenty of Uber SSV's here in New York. The dealers found a new market. The only clue to the passenger is a vinyl puke-resistant rear seat that works great for Uber drivers and looks just like the leather. The drivers get cloth in the front which is much more comfortable for twelve hour shifts.

Considering Fords stock is at its lowest in a decade and sales across the board declined I think they could use your money lol. Likely couldn’t make it happen with all the chaos with suppliers and retail production issues this past model year. As you stated before likely a production manager killed it because it didn’t seem attractive at the time. I also like the race red.
