2007 Expy - Overhead Air Vents Not Blowing

Looking for help to diagnose an issue.
2007 Ford Expedition - Eddie Bauer

The issue is that I cannot get the overhead vents to work in the 2nd and 3rd rows of seating
If I turn the rear air to the "on" position, I can hear the fan kick in and it will blow air from the rear right side panel.

Any ideas on what to look for?

I have a 2013 Expedition XLT with climate control and heated/cooled seats. What I have been unable to figure out is how to air overhead vents. I've read the owners manual but cannot find anything that explains how to change the rear air/heat from the floor to the overhead vents. Can anyone help?

It sure was a lot easier in my 2004 EB with the controls for the rear in the overhead console.

Rear cooled air uses the overhead vents.
Rear warmed air uses the floor vents.

I don't believe this can be overridden manually. Perhaps a damper actuator in the rear unit is failing to operate -- there are two, the easily accessed one on top (known for its clicking noise when failed) and another not so easily accessed. One controls airflow, beit upper or lower, the other regulates temperature.

That's what I was afraid of. I prefer the system on my 2004. There are times when the back of my vehicle is loaded and the rear floor vent blocked. It would be nice to then be able to direct heat through the overhead vents. I like to use heat through the overhead vents when I am hunting and have a wet, cold dog crated in the back.

Most heater vents whether car or home are on the floor due to heat rising. When you put vents in a home up high like they started in early 60's, what happens is the bottom half of the room where your sitting doesn't get heated evenly. Probably why Ford did this on your SUV. Personally I like putting my heat through the vents when it gets cold enough here in the Bay area. I've always liked putting my cold hands against a mild heat source to warm them. Used to like doing the same on a cold night sitting by the dryer growing up, it's soothing with the rain coming down.
