I have always had the vehicle serviced at a Ford dealer, and every time I got the works vehicle inspection, the tech marked the battery and cables as good. One day, after about 1 1/2 years, I checked the connectors after a Ford service visit and found massive corrosion.
Half the time they just tick off boxes and write things seemingly at random. Six months ago the tire shop marked 5/32 on the form for all my tires. Last week I checked them and they're all at 8/32. I'm pretty sure I didn't gain 3/32 in 6 months. The most humorous one though was at Jiffy Lube. The month-old NAPA wipers on my wife's car had just blown themselves to smithereens when the wipers were put on high the night before. I took them off and pulled the fuse because I didn't want them coming on inadvertently (The Mrs is obsessed with the rain-sensing feature and always leaves it on even though a leaf will trigger the wipers.). Anyway, the car went to Jiffy Lube for an oil change sans wipers and on the form they checked the wipers as being in good shape.
I read your earlier post about koeo, key on, engine off, and why you have 13.1 volts is a strange one. Voltage should be at 12.6. could be you checked it right after shutting it down. 13.5-14 volts is fine. Its located in the transmission oil pan, but theirs a Tsb bulletin from Ford, and should be covered by a recall/campaign. It's in a part called a lead frame behind the trans valve body. Hope that helps.
