My 2008 Expy is getting hard to steer. This started a few days ago, and had gradually worsened. The pump is full. I flushed it 18 months ago. I've never experienced this sort of problem without the fluid level being low in the power steering pump. Any suggestions?

Sounds like your pump is going out.

Spray the U joints in the steering intermediate shaft and see if it loosens. It's very common for the U joints to fail and cause tight or binding steering.

^^ I agree on the lower steering shaft! mine got bad on my 2003 in 2015 at 168K. you would have to muscle it around turns a bit and it wanted to keep turning so you had to muscle it back straight. it was uneven so smooth then tight all within a turn. not good

I sprayed it but lasted only a few months, eventually replaced

I think I'll hit my 2014 with some WD40 today as a preventive maintenance thing

Yup. Same here. Was binding really bad and spraying helped a little but recently replaced with OEM and is like a new truck. Also accidentally discovered the lower fan shroud is hinged to swing up and out of the way making life much easier. That engineer deserves a big fat raise.

Just make sure you tie off steering wheel.Clock spring will go out!!! Also hard to line up the shaft when you are under the truck. Ford tech (something ) on you tube has a good video.
