Gas leak off top of tank

So I parked the Expy last year and am just getting around to looking at it again. As soon as you start it, gas pours off the top of the tank. My first guess would be return line since it starts easily, but I suppose it could be supply line and still getting enough to the rails to run? I've drained most of the gas and got my head up there in the space between the muffler and rear axle, but I can't really see anything obvious from there. The bolts on the straps are EXTREMELY rusty and I doubt I can drop the tank myself. Is there a common leak point for these that live in the rust belt? Is there a not too painless way to drop the tank considering the rust? Any suggestions before I bring it to someone?

If I am correct there was a recall from Ford for rusty tank straps dont know if it'll do guy ou any good

Year, make, model, and engine would be helpful.

Well, I'm on the Ford Expedition forum so that answers two questions. What difference could engine possibly make to my problem? And if there's any difference in the gas tank from 1997-2002 (which I doubt), it's a 99.
