Is this a BCM issue?

One day last week, when my 2002 Expedition was locked and no one was in it, the horn started blowing constantly, pressing the buttons on my key fob had no effect and the horn did not stop until I tapped the steering wheel button. Stating at that time I have had these symptoms, none of which existed prior to the spontaneous horn issue.

1) No horn when pressing the steering wheel buttons.
2) No horn chip when locking the doors with the key fob.
3) No horn if I press the key fob panic button.
4) No automatic door locks when I begin driving.
5) No cruise control.

Does this sound like a BCM related issue?

Unplug the horn (at the horn)
Check fuse #5 in the fuse panel (to the left of the steering wheel and above the parking brake) And replace with new 15 amp fuse.
If you have a multimeter you can check the wires at the horn or
plug horn back in ( if fuse blows again you need a new horn)

Thank you for the reply, unfortunately, neither interior fuse 5 nor engine compartment fuse 7 were blown.

The only reason I said that is because it happened to me.
How did you check the fuse? (visually can be unreliable)
Do you have a multimeter? It might be worth it to unplug horn and test.

I pulled the fuse and checked it with a meter, I went so far as to test all of the interior fuses an they are all good. I asked about the BCM because so many different things went out at the same time. When I press the steering wheel horn button I can hear a click but that is it. If I have a chance tomorrow after work I'll test the horn.

I finally had a chance to test the horn this morning and it is bad, so that explains at least some of the problem. I just ordered a replacement so the story will continue later. Thanks again for the suggestion.

Solved

The horn, and the key fob lock and panic functions all are behaving normally. The cruise control and auto door lock problems are related to an issue with the brake switch. So in the end I had two problems occur so close in time that I thought it was one issue when in fact it was not.
