Forscan should work on any laptop running Windows XP to Windows 10. That Dell of yours is spec'd much, much higher than the minimum requirements.

As long as you have the right "Ford" USB to OBD connector, it will run just fine. I paid like $15 shipped for mine on eBay. I put it on a laptop with Windows 7 and the Forscan software + communication with USB connector works good. Next step is to connect it to the truck and play with it...
Some on the sellers said it won't work on my year truck, also do you have to pay more to use Forescan after you get it?

You don't really have to pay anything. The Forscan "license" only unlocks the key programming feature.

It is available for free download (latest version) off Forscan's official website, btw... don't buy Forscan from eBay scammers.
