Just had an inspection on a 2013 4WD XL I am looking at purchasing. Biggest comment was that the brakes grab and try to lockup with little pressure. Not as familiar with Expeditions...is that just a brake job or something more substantial? ABS light is not on and not throwing any codes.

Could be brakes or oil on the brakes.

Nothing that can't easily be fixed, use it as a bargaining chip. As a former mechanic I bought a lot of cars over the years at a discount because everyone was freaked out over nothing. My Excursion had a driveshaft thump that went away before I could even get to it........super deal.

Has it been sitting for awhile? Damp, humid climate? Rust on the brake rotors?
