My jeep has this problem and the fix is a new fill tube. There is a one way check valve or flap in the fill tube and on the jeeps this degrades over time and doesn't open very well to a fast flow. If I set the pump at the first notch and not the second it will fill no problem but if I try to do it at the second notch for a faster fill it clicks off every two seconds.

So, I would not be surprised if there is some sort of check valve on the expy too and I wonder if you try filling it slower if it won't click off. It could be a vent problem also.
