No Crank-Buzzing from CJB

So, could not start this morning. There is no crank and it does not sound like the starter solenoid is engaging. The most obvious diagnostic is a buzzing sound from the Central Junction Box (CJB) by the PAX kick panel. The buzzing is associated with turning the key to the on position. It is not one of the replaceable relays or the starter relay. Removed all the relays and still have the sound. Read that it may be one of the solid-state relay's similar to the secondary fuel pump relay. Replaced the secondary fuel pump relay last year.

Since it is preventing a crank, don't believe the fuel pump relay went bad. Is there another relay that would prevent crank? I have a replacement, bought a package of two last year. Just want to confirm before I break out the soldering iron again.

OK, made it to pinpoint A10 and have no voltage on the starter relay. Next step is section 419-01 Passive Theft System Concern. That doesn't sound promising.

Throwing my first part at the problem. Checked PATS and it appears to be operating correctly. Looks like the PCM is not sending 12V to the starter control relay. Hooked up the scanner looking for a DTC and can't communicate with the PCM. Since this is the original 280K and 20 years later, I will give a new PCM a try.

I think you may be correct. This is the first time I have not been able to communicate with the PCM. I did think that might be connected to a short in the fuse box. I bought the Expedition in November 2002, checked the VIN and your link should work. Got a little time before the PCM shows up so I will do a little more work to see if I can isolate it to the fuse box.

Latest update. Got the PCM installed. Had the new keys cut by my neighbor. (handy to know a locksmith and FFL dealer). Everything works great. Don't know if it was just the CJB or both, but I didn't want to take a chance since the scanner would not talk with the PCM. Another problem solved and back on the road (again).
