How can I differentiate between civilian and police interceptor Expeditions in regards of VIN number and unique marks that cannot be changed?

After a long search
I found no differences in regards of VIN numbers, unlike the crown Vics for example, and they have the same starting numbers of the XL (F and G).
so simply you can only determine a civilian expedition from a police one by looking for the column shifter and the speedometer.
