Gas mileage question

I've been monitoring the onboard computer vs actual MPG at fill ups, and they are pretty darn close. I do a lot of Interstate driving, from Florida to South Carolina and back, and @ 80-85mph w/cruise, it usually gets ~16.3mpg. But after exiting the interstate to a 2 lane State Rd, and if speed is held to >62mph w/cruise, the onboard computer shows a fuel mileage of 21.4mpg

Just to share my numbers, 2007 Expedition XLT, 154,000 and my city mileage is holding steady at about 14.7 MPG according to the computer. I haven’t manually checked it yet. I’m running 87 octane, have a fairly light foot and this is suburban driving so some stop and go along with some stretches of road at a steady 45 for several minutes.

So far I’m pleased, the 2005 Explorer I replaced was only getting about 15.8 and that was on premium gas as it never ran well on regular.

Either you guys are all lying like fishermen, or I've got an MPG problem. I'm averaging 9 city, 12 highway in my 14 w/127 on the clock. Fresh plugs, fresh fluids, fresh O2s, light foot, stock michelin defenders, etc...
Started a separate post about it elsewhere.

I can get 9-10mpg pulling a 12x6 enclosed trailer at 70mph...

Another tank of gas and due to long waits at fast food drive through lines and idling in my driveway working on the defrost my (computer) MPG dropped to 14.0.

MPG of 9-10 doesn’t sound right unless you spend all your driving time sitting/crawling in bumper to bumper traffic.

I have a 2007 expy xlt, I think I've replaced everything that could affect gas mileage and I'm still only getting 11 city 16 highway. Does anybody have any ideas why or is this normal? Or is there something on here that isn't on every other vehicle that needs to be replaced?
I got about 12.5 in my 2007 Navigator. Mostly city, stop and go...
