gas tank vent valve won't come out

Wondering if anyone can tell me how to remove this vent valve. Kind of looks like a triple decker cake to me. Am I supposed to be able to remove the whole thing or only the top two layers? It also looks like it's been siliconed in place? I tried to twist it out counterclockwise because the spout part has a crack in it and it's leaking but I couldn't. It's a 1998 ford expedition 5.4. Thanks

Unfortunately, that valve is not removable nor serviceable. Mine also had a very, very small hairline crack. I was able to thoroughly clean the part and then apply a J-B Weld product that was waterproof, petroleum, chemical and acid resistant. That was 3 years ago and it's still doing its job. I was having evap code P-0456. I have had no other issues in the past 3 years since applying the J-B Weld!!!!

I would have been willing to replace the tank ............ but they are no longer available!!
