To my surprise my brand new 2023 Expedition Max already has parts that look pretty rusty. I have owned a few cars from new, but never seen this on my Japanese or German brands. Is this normal?

Yup, unfortunately this is the reality of new car manufacturing. I had similar concerns then I saw this rust in new Toyota front axles.

That's a bummer. I guess some parts are stored outside leading to rust formation prematurely.....

Minor surface rust (like you see) is normal, some manufacturers pre-treat their high iron and carbon components with oil to slow the oxidation. It eventually wears off also, and within a short time will look the same.
If you notice pitting on painted components, I’d be more concerned.

Could be that it was stored like so many others on a grass parking lot while awaiting parts/chips.

Probably not as it’s a 2023, but guess it could be. It doesn’t seem like they’ve been holding 2023 models.

For some reason, those rotating parts always seem to have corrosion. They are not painted. Not sure why, but my guess is due to the duty these parts perform, and the grade of steel.

Just as aluminum and stainless steel corrodes (oxidized layer that prevents further corrosion), I suspect this steel corrodes in a similar way, but the formation of the corrosion creates a less penetrable barrier than ‘normal’ rust. There are likely other elements in the steel that help with this.
