I'm not sure about retrofitting a tether. To be honest, I would look at a minivan instead of an Expedition. Much better suited for larger families. My old Oddy had tether anchors on the back of the third row and I'm pretty sure most other minivans do too.

Just so everyone knows, E911 enabled or not in your vehicle, when you call 911 on your cellphone, the call center automatically receives your location. This way, they can quickly direct first responders to your location.
Turn the key to on mode without actually starting the truck. If you have the push button start feature, hit it twice without stepping on the brake. This will turn on all the electronics without starting the truck. Next turn off HVAC, seat cooling, radio etc. See if you can still hear the hum.
IIRC, the 08 has a single bulb for both high and low beams. There are two filaments in them. The DRL is actually just the high beam on 1/2 power. You may have a loose connection somewhere or the bulbs maybe on their way out. Have you tried replacing them?

You need the LTE modem for this to work and that didn't come with the 2017 and earlier models. 2018 has it. I'm not sure if it is something that can be added later.
I don't think any vehicle made after 2015 have Takata airbags so your 2017 Expedition should be fine.

My limited has it but it took the dealer a few days to locate one that did. My wife was adamant that the truck have this thing. Personally don't find it all that useful as you don't get an audio warning or flashing light on the dash if you attempt to change lane when another vehicle is present.
