Does not sound like gem issue to me. With gem issues circuits come on randomly when they are not turned on or even when the ignition is off.

If you had that amount and put it in savings you could use it if necessary and it earns interest. As long as the total amount of repairs fall under the $1715 you make out and that money is still yours. Over that and you get the picture....... lol.

Sensor is likely fine. The connector does not have enough wire left to splice or work with. Don't know if new connector will come wire pigtails or not. Maybe you can get one from the scrap yard, cut an leave the wires long. I would use electrical crimps and head shrink tubing on each wire...

If the pcm loses track of the cranks relative position to the cams it may not run at all. This potentially may happen if you reset the pcm or disconnect the battery.
The pcm uses these two sensors to time the injectors and ignition. Again the crank...

Like you said though... the 255's/75r17's will likely look taller and narrower since they actually are.
