I'd start with the Idle Air Control valve. It's like $50 and 5 minutes. Easy and fairly cheap to replace. My wife's '98 had a similar issue and replacing the IAC fixed it.

I just had all 4 of my cats replaced. The O2 sensors are before and after the first cat. So you can delete the rears without any problems. If you are also changing the front ones with a high flow cat you may have problems. What I would do is get the work done and drive it around for awhile...
Well it sounds plausible. And since you don't have OEM springs, you can't compare the Ground Force ones to those. If you can get me a measurement of the diameter of the Ground Force Springs I will go measure my stock one. Also, if it can wait, as soon as my kit is in we can see how it does...
