sorry for the delay, it took some doing to get boxes for wheels from Discount Tire. They're willing, but giving away stuff is not high on their priority list.
no kits. just spacers. on the other hand, knowledgeable and willing mechanics can do it. my guy will do a lift kit for 4 gran, a body lift for 6. they're real profoessionals there, so i have no doubt about build quality, and performance, but it's a little too rich for my blood at the moment.
Oh, no. This one’s a “someday” project. Before this, i’ll do a tuner, front hitch, skids and sliders, roof rack/box, and exhaust.

what book are you looking at? the research I did says the 2nd Gen is 8.9" of ground clearance stock for an (2004) XLT 4x4 at the differentials. I have not gone outside to measure. this has come up more than once; I guess I'll have to get off my fat ass and go measure.

wish i could help. I'm just posting to commiserate. I've never had any success diagnosing electrical issues. I always wind up taking it somewhere. I've been lucky to have found two auto shops that are reliable, effective, and trustworthy.
don't think a suspension lift, such as spacers, adds any ground clearance at the lowest point (usually differentials) until you install the bigger tires. FWIW, i got 34" tires on my 2nd Gen with no lift kit at all - 285/75/17s. (actually 33.8, but added 1.1 inches to my ground clearance, from...
i suspect you hit the nail on the head - the idealized conditions laboratory setup imposed on the builders by leftwing watermelon bureaucrats in washington dictating how our cars are built is the culprit.

i might someday do a spacer lift, but I'd never do a 4" spacer. in my opinion, that's just as bad, if not worse, than lift blocks on a leaf spring axle.
