It appears to be your transmission down shifting as you slow down. Each time it shifts to a lower gear, the engine rpm will go up.

I'll suggest its the accelerator position sensor, not the throttle position sensor. Thats the one on the foot pedal that tells the TPS where it should be.
Oh yeah. Thats generally how it happens, btw. The sensor is providing bullshit, but still "in range" data, so the PCM thinks the data is correct and starts making fuel trim changes.
The white/creamy stuff is mostly water, with some petroleum liquids mixed in. Its an emulsion that will eventually settle out even further. In the winter, you'll get more condensation inside the engine as it cools after shutdown, you'll be 'catching' more of it.
The conventional wisdom about high mileage tranny flushes is that the force of a flush will dislodge a blizzard of small particles that otherwise have been trapped in some nook or cranny and cause havoc in the many valves and seals inside the transmission.
