Where is this line supposed to go? I recently replaced the power steering pump nd had pulled the intermediate steering shaft so chances are I dislodged it from where it belongs. But I can't find that place. It has a little clip on it so it appears to clip to the brake line there.

This was the problem. It was the top joint though. Rather than pay $300 to replace it I took it out, cleaned it up really well and soaked it in Deep Creep overnight. It's not like brand new but the steering is perfect.
I am not the original owner. but if the pump were really not working wouldn't the steering be always adversely affected?
is there any way the rack could cause these symptoms?

I put an 04 navigator hood on mine. but that also involves the header panel, headlights, bumper and fenders. that stuff will all bolt right on though with ever so slight modification for the fender mounting...spacers because it's higher on the sides.
