Are your vent door actuators working properly. openening and closing ? I did all those things that you did to my 03 and finally replaced the 3 actuators (2 in front one in the rear) and once the vent doors were opening and closing properly I was blessed with heat.
Might be the ujoints on your intermediate steering shaft that goes to your steering box.
Mine felt like I had manual steering. Removed the steering shaft and could tell the ujoints were binding.
Replaced the shaft and solved the issue.
It's the plastic intake. They deteriate and and crumble to pieces over time. Had to replace mine, intake was about $300 and was a Ford replacement.
